Govt.has made e filing of returns obligatory

Government has made e filing of central excise and service tax returns compulsory, but he officers demand copies of the uploaded returns. If returns are to be submitted again after uploading, what is the propriety in making e filing compulsory. Wehn asked to give in writing under which provisions submition of filed returns is required. Tehy do not reply.
