Got a notice regarding 2a mismatch

Actually my gstr2 a i getting mismatched for the fy 17-18 and 18-19
As my books are all ok but when i communicate it with local department so they are asking me to pay the difference amount kindly suggest the preventive measures

Yes if there is mismatch between ITC then the difference amount should be paid or received as communicated by department

But as per the introduction of section 36(4) dt 9.10.2019 before this there ia no such thing written in law. So why should i pay difference amount for the fy 17-18 and 18-19

Form a reply accordingly that such matching was not required prior to 09.10.2019

Matching is not required but how one can claim inadmissible itc as per section 16 ...difference in 3B and 2A is just to identify in inadmissible itc claim

I have all the bills regarding that input so how it can be inadmissible even i also have statements of creditors regarding those bills....
