Can a consigner be called as gta if he is transporting his goods using his own vechicle?

No. If a person transports goods issues builty then only it is called GTA.

Say Mr. X(X Enterprises) is seller of goods & he provides transport service also, Mr. Y is purchaser. Mr X sells good to Mr. Y & Mr. X transport the goods using his own vehicle to Mr. Y's premises & also issues bilty of X Enterprises & give a separate bills of transport & goods, will now Mr. X will be a GTA?

No...
If he will issued Consignment Note then he can treat a GTA... The Transporter will give normal bills then no need treat as GTA...

now my question is, If Mr. X Charges gst@12% in transporting bill, will he be eligible for ITC of truck?
