Gift-customs act
can anyone import oxygen concentrators from anyone for personal use without paying import duty till July end of 2021 as gift irrespective of any relationship.

No, it's not legal way

My question is that is it necessary to import it only from blood relatives & is there no gst or custom duty
Prima facie all gifts appears to be exempted. Need to go thru the FTP for better understanding.
Custom duty might be applicable
Customs duty is payable on import by way of gift.
