Can I resume now, or can I make fresh registration with same details like pan, aadhar, name, number, gmail?

You can start with new application because the officer has rejected the application by specifying the reason for rejection.You can go through it and start a new application
Can I apply With same trade name and same pan, aadhar m, mobile and other documents?
Yes you can apply multiple time on rejection but before rejection u need to understand the reason for rejection
