sir, we purchased goods, the same delivered thr a lorry owned by an individual but it engaged by a transporter and payment also made to transporter thr bnk. in this situation from whom we get declaration for non TDS or deduct TDS if applicable

When payment is made to transporter against its bill, naturallly TDS, if applicable, should be deducted from the trasporter only.
