No, not yet.
Presently, only offline utility available for ITR 3.
But I think one can upload json file created from itr 3 excel utility.

Whether I can log in from USA and file return Is Verification possible (Aadhar ) from there. Free incoming SMS will there. Email is there. If not I have to file ITR-3 withinv15 days. There are lots of problems about uploading file from Excel.
