yes.. DSC is of .CER format only
I have generated package using submission utility only still it's saying "Package uploaded is not in valid format"

Error of ITD user cannot download the reference file is problem at their server end which are still not resolved. They must extend the due date or make it working immediately.
have you found any solution to this? as i am facing the same issuee
Not yet, calling the department to give us resolution but they are not picking up right now. After getting solution will update the same.
Even i have been facing the same issue since yesterday.
Hopefully it will get resolved ASAP.
As per helpdesk team those facing problems should generate the ticket in helpdesk corner stating your problem.
