Consequences of non filing of Form 29 B and what if filied after due date?

I am not aware of any penal provision imposing penalty for delayed filing of Report of CA under Form 29B.
But as far as requirement to furnish Accountant Report in Form 29B is concerned .... the same to be filed only by a co. which has paid MAT for the AY....Hence, if company had paid normal tax then 29B need not to be e-filed.

No,As per Section 115JB(4) ,Every co have to give report of CA..regarding correctness of Book Profit
