Generally we pass a resolution authorizing directors to digitally sign various forms submitted in MCA Portal in the Board Meeting in which the accounts of the Company are adopted. This is required to be passed every year. The form requires such date in which the the directors are authorised to digitally sign the form.

This is the date of Board Resolution wherein the Board has authorised the particular director to sign and file the e form.
This authority may be given one time or it may also be resolved at every event.
In form 20B generally it is the date of Board Meeting wherein Accounts and notice of AGM were approved in that meeting one or two directos are authorised to sign and submit the e forms.

it is the date of board meeting in which accounts are approved by board generally before AGM however you can pass a resolution and authorised one or more directors to sign e forms time to time whenever required
