A Private Limited Company has its registered office held by other person (not taken on lease). In this case does the Authority letter received from such other person require franking and notary??

No, it is not required.
If you are shifting the registered office of the Company which is owned by some other person and not taken on lease then take a NOC and any address proof like (Electricity bill, telephone bill etc)
No, notary and franking for NOC is not required.
