Form 17 for satisfaction of charge

Dear All,

A pvt ltd co. wants to file form 17 for charges registered in 1976. Now an authorised representative of the chargeholder company is supposed to sign the form 17. Here the problem is that the chargeholder company is practically not functioning and is being run by a management committee appointed by a High Court. The member of the managment committee is ready to sign the form 17.

My query is that how to register his DSC - he isnt a director and technically it would be wrong to call him a manager/secretary. So in what role can he register his DSC?

yes u r right but they are authorised persons

they can sign on behalf of manager

But the person who is ready to sign the form is not appointed as a manager. He cannot be appointed as a manager because who else will digitally sign the form appointing him a manager. As he does not hold a relevant post his DSC can't be role checked on the MCA site. How to go about this issue?

Can we give authority letter or pass the resolution to that effect (specific) for authorising the person who is having DCS and roll check.
