Form-16 whether required for onetime payment

I am an Andhra pradesh state govt. employee receiving salary from the state treasury office. My Salary being not very high,I do not pay tax every month.But i will pay tax only in February-2010 from the Pay bill itself. And the Sub treasury officers credit the amount to the IT account. Have i to submit Form-16 also while filing the returns (because the employer(i.e.Drawing officer) has not deducted tax amount before i dont know whether to submit Form 16). My another doubt is if i pay the tax myself through bank challan, have i to submit the Form-16?(Because the employer has no role to play in deduction of my tax, i guess i need not submit Form-16 in filing my returns)

in any case u need not submit the Tds certificate - now u only need to file the ITR(filling all the necessary details in it.

in case your employer deducts any tax - u need to obtain the TDS certificate -

in case u pay tax - u need to fill the details in the "S.A. Tax details part"
