Form 16 issue due date

For quarter 4 of 2019-20, due date to file TDS return and issue form 16 has been extended to 30th June 2020.

How can company issue form 16 before 30th June if TDS return of Salary is filed on 30th June itself as it takes some time for TDS Return to process on Traces?

Isn't this a practical difficulty?

Last year also, the government had extended the last date for filing TDS returns for FY 2018-19 to June 30, 2019 and deadline to issue Form 16 to July 10, 2019.... So i think this yr also similar extension for form 16 should come
