FORM 16 for taxable salary less than 5l

The taxable salary income is less than 5L and he gets 87A rebate and the final tax liability is 0. In this case, is he required to submit form 16? If yes, by when ?

But ITR filing is mandatory if annual income is above 2.5lacs for individuals other than senior citizens
Itr filing is not mandatory for senior citizens w.e.f. from last year as retaliated by our finance minister.
