Is form 15G only used for no deduction of TDS u/s 194A ?

Yes that's correct...
if a person income is below exemption limit he gives form 15G to the person paying interest to him so that no TDS is deducted on interest..
When you submit Form 15G or 15H to a bank or a tenant, they will not deduct TDS from the amount payable to you in the form of interest or rent, provided that the amount payable is below the tax threshold.
TDS under 194A and 194I
Dear Experts,
I have not filed any ITR but my interest amount is above 40,000/- from FD but my total income is less than exemption limit of tax, can I submit form 15G if No then Why ?

I think 15G/H can be submitted in respect of following incomes:

1)    Interest on securities – 193

2)    Dividend – 194

3)    Interest other than interest on securities – 194A

4)    National savings scheme – 194EE
