Yes it is required to be filled when there is no need to remit TDS whereby Form D is applicable.
yes , whenever you are making payments to the foriegn resident or foreign company and that is not taxable accrding to ITact you have to fill Part D of Form 15 CA Irrespective of the amount of Payment
