Form 108 Completion of Articleship

My partner got retired on 31/01/21 and my articleship got completed on 14/02/2021. He is not ready to sign my 108 stating that he is no longer associated with the firm. I was initially registered under some other partner, he left so I was told to register under the current partner. Will form 119 be helpful in this case or not.

Do I have any other option available?
