If a person total salary and other income is less than 2.5 lakh he should file itr or not

Yes..if the gross total income of the individual is less than exemption limit. I.e..2.5lacs... than its not mandotory to file ITR.....
No, ITR mandatory for which annual income above 2.50 Lac. But if any TDS deduction during the year than ITR should be file for refund
Gross total income is the criteria for filing ITR and not the Tds.
