How do we file time barred return. Can it be filed online. Upto what preceding assesment year we can file time barred return. Is there any penalty involved.

Belated return can be filed within one year from the end of assessment year.
With what aspect are you talking that the return is time barred? Kindly provide further details regarding the return you want to file.
For eg : Fy 2013-14 return can be filed up to 31-03-2016.
You cannot file prior to FY 2013-2014 online.
That is time barred.
For that, you have to request for reassesment from ITO and then you can file.
You can file lodged return if more than one year has been lapsed

Only if notice is sent a return can be filed u/s 142. Or else only fy 2013-14 and onwards can be filed.
I agree with karthik. It is not on its own motion that an assessee can do it. Only if notice is recd u/s 142, then can be filed u/s 142
