Filing of income tax return
Dear sir,
Please tell me can i filed my online income tax return for A.Y. 2013-14? as per new income tax circular 13/2016 dated 09 may 2016. which is i never filed before.

No, you can't however, you may apply for offline return for 2013-14 after communication with A.O. of your ward/circle.
As per the Circular 13/2016 dated 09/05/2016 You can just verify through EVC the ITR if filed during the respective time period. One cannot file the return for the given years.
