Filing GSTR 3 B without payment of Tax

Can GSTR 3B Return be filed without payment of Tax..The tax authorities are asking that it can be filed...I dont know how ? Because handsome tax was to be paid in Jan 2018...hence all returns thereafter are not submitted till date..

IF THERE IS PAYABLE SO YOU HAVE TO PAY TAX FIRST THEN FILE RETURN

if you are showing the liability, 3B can't be filed without payment.

if tax is payable after itc adjustment, you can not file gstr 3b return without off setting liability by cash ledger..

You cant file GSTR 3B returns until you clear liabilities and pay tax if outward supplies is made.
Kindly pay the gst amount and file the returns at the earliest to avoid the accumulation of late fee day by day.

you have to pay tax first then file 3B

Thanks to all...But I am unable to understand how the local tax authority can say submit the return without payment of tax..They had phoned me today in this matter..I was also sure that without tax it can not be submitted
