No, gst.gov.in means only accessable in India(.in)
GST portal is not accessable from network outside India.
Www stands for worldwide web.
Yes this also represents lack of common sense, websites are based on .com .co.in. .in etc
Can be accessed with few cautions.. Recently GST filing is done from abroad only .

Don't update the current location
It's better to access it from India.

Request any one to login from India and logout.
