No. Act says "expenditure on Use of telephone including Mobile Phone"
Only expenses will be covered under FBT. If cellphone is provided by employer, the Dep chargeable on such will also not attract FBT.

Abhinav is right. No capital expenditure is covered in FBT.

Yes, if Mobile Phone or Telephone instruments price is below Rs. 5,000/- and it is charged as indirect expenses.
