I failed to claim RCM input tax credit in the ITC eligible while filing form GSTR 3B of March 2019 which was deposited in May 2019. Can I claim RCM in GSTR 3B of December 2020 OR Can I claim refund of the same??

Sorry i think you can not avail the same now.
You can claim.
Credit cannot be taken on the same as the last date to avail the same is already over
As the deposit was done on May 19 , the last date for availing credit is Sep-20 return.
