a person hold LUT under GST and want to export the service with payment of IGST. Can he do so?

Yes, he can do so. Letter of undertaking and SEZ registration certificate is used to make a supply to sez unit located in india and the same is exempt.

Do we need to attach LUT along with export invoice?
