My Company is Exporting Cow Ghee to Dubai based company. The Invoice Value is USD 39153. The goods will be delivered to Kuwait based company who is consignee. Dubai to Kuwait invoice is of USD 59000. Now the Dubai based based wants invoice of USD 59000 from us in the name of Kuwait based company to release the payment to dubai based company. Further it has to be attested by Chember of Commerce.

Is it Legal to do the same?
