Export of service without BRC and Agreement
Supplier has declared Rs 65 lk export of service,and showing bill (which is unclear as HSN is related to other service) and LUT only.supplier has not availed ITC, so as neither availing tax or liability generated.Also not showing any agreement not telling anything about transaction on pretext that fire broke recently so all records burnt Bank statement also showing payment received prior to raising bill .Matter is raised by Audit authority.How to deal such transaction ,

Quick Summary
First all do prepare the export bill as per reported in GSTR-1 filed & get FIRC /BRC certificate from the bank against those export invoices .
And for Inward Supply you need to take reference from your GSTR-2b/2a get the duplicate bills from supplier whose bills are appearing in GSTR-2b.

Try to assemble all relevant documents which are available online on GSTN portal or Income Tax Portal or bank. Suggestions by Pankaj ji are very relevant. Try to prepare books of accounts based on available records which will help you to know lacking areas. Ensure you have FIR copy or some govt. document proving occurance of fire incident.
Try to be helpful to authorities to provide all the requisite issues.
