Is any one aware if Goverment has passed the rule and given its agrrement for exempting Graduates (scoring 55%) from appearing for CPT?

I THINK THIS APPROVAL NOT PASSED BY CENTRAL GOVERMENT!! THIS IS ONLY A PUBLICITY BY ICAI????
