As in term of Notification 9/2017 IGST (r) , GTA services are Exempted on supply of (a)griculture produced (b) milk, salt and food grain including flour, pulses and rice; c) organic manure; (d) newspaper or magazines registered with the Registrar of Newspapers; (e)relief materials meant for victims of natural or man-made disasters, calamities, accidents or mishap; or (h) defence or military equipments.
Hence When GTA services is provided in related to carrying goods above mentioned , the RCM is not applicable.
Note : RCM is applicable on services of GTA .
hence only when GTA services are Exempted then only RCM is not required.
