Can Any body tell me whether excise is exempt in Dehradun if the company purchased the material at other than dehradun sez area at the time any form is available for no excise

if the company is charging excise then purchaser has no such option to get exemption,
exemption is related to manufacturing company establishment, not with sale / purchase,
