if you are a CA Student you cant apply for that position.

You have to be a professional (who is a professional is defined by ICAI in their announcement "Empanellment for examiner for CA Examinations"

Link for making application is mentioned in the announcement. It comes near about 2 month prior to the exams. i.e. Feb and in September for May and november exams. You have to visit ICAI web site for this announcement.

You have to apply to ICAI New Delhi (if you are a CA with 3 years experience in educational field)

However most of CA do not go for paper checker as only Rs. 40 to Rs100 is paid by ICAI to them for checking one paper. They are not interested in doing this.
