yes i agree with sumit it is irrelevant whethe ca is in practice or not

after completion of your articleship we can get the sign of any ca for our exam form 

so dont worry 

take the sign of other ca

The exam form shall be signed by Principal or member of the institute.... 

So that means any member can sign... (as it is not given that member in practice should sign)
