Ewaybill from mumbai bill to delhi shipto chennai

Dear Sir,

I m sendung goods from mumbai below 50k to delhi without E-Way bill.Now Delhi party want to send direct goods to chennai but bill amt more than 50k in that case both sender and buyer have to isshue waybill?

But from Mumbai sale bill amt 49k and this material will ship at Chennai which value more than 50k now who will issue ewaybill mumbai or delhi.

E way bill can be prepare by :
-> Seller
-> Buyer
-> Transporter

Check out the priority, in Your case...
