In Delhi ewaybill is not compulsory upto Rs1 lakh, My Question is, We are registeted in Delhi and we bill to Punjab GST no. & Ship to Delhi GST no. i.e means material dispatched in delhi value Rs 75000.00

No not required , e-way is generated on the movement of goods & goods being delivered in Delhi only so no need to generate E-way bill .

NO ,...NOT COMPULSORY, EWAY CAN GENERATE ONLY BY PUTTING VEHICLE NO.
