When we will use labour, thelas etc for goods transport on same location like goods transported Karol Bagh to Karol Bagh, in this case EWAY bill required
Eway implementation in delhi is from tommorow onwards
1. Invoice value below 1lac no eway is required.
2.in local No Eway is required if the recepient is B2C ( urd)
There is No Relaxation of distance in Eway bill .
So,..if Consignment value exceed 1Lac & recepient is registered, Eway is compulsiry in Delhi

& What is thela ???? , If it is carry bags , then yes Eway is required ,if delivered via motorised conveyance
