Eway bill for stock transfer

Hi All,

We work as a vendor for the reputed organization which follows VMI system. We have to transfer the finished goods from our premise to our customer premise on delivery challan and need to generate the invoice later on when we get the intimation of goods being consumed.

My question is when do I need to generate Eway bill?at the time of transfer or at the time of invoice or at both times ?
