if both the supplier and recipient are unregistered then is it mandatory to generate e-way bill.?

Yes, U will be generated when there is a movement of goods of value more than Rs. 50,000/ –
But both are not registered so GSTIN kiska jaega?

you has to enter ‘URP’ [Unregistered Person] in corresponding GSTIN column.
