is e way bill is compulsary in all states ? who will generate e way bill buyer or seller?

As per my knowledge the seller have to issue ewaybill not buyer

Yes. I agreed to Mr Mahesh...
E-Way bill create availability is both hands...
Logically material send from seller's end. So, seller ll be create and give to transporter hand....



Also transporters can create E-Way Bill.....
