Error "filing obligation not available in the system. please contact helpdesk" while uploading monthly mvat return for dec 2016

suppose you receive registration certificate on 9th of december than if you filing return for december month than you are suppose to select following option

whether first return- yes

return period 9.12 to 31.12

but if u take full period from 1st dec than u wil receive error that FILING OBLIGATION NOT AVAILABLE
