no if option not highlighted you cant file 3B ...
after uploading your offline utility json 3b on portal >>>after it you have to go back prepare online then your option again show
so offline utility is not way to solve this error
...
you have to take snapshot and mail on helpdesk with your name mobile query and snapshot
after sending mail you receive a feedback mail with ARN you have to track your query by this ARN
