Applicability of Provident Fund depends upon the Firm in which the person is working. Generally, if an establishment employes 20 or more employees, It shall have to be registered mandatorily under epf scheme subject to some conditions.

Pardon. Limit was supposed to increased to Rs. 21000 per month but not increased.
As of now, minimum wages ceiling is Rs. 15000 per month. So in your case epf is applicable.
