Eligibility for getting ATC

Hi members, my name is DHIRAJ RAMCHANDANI.. I cleared PCC last year june, and also attempted for final's first group this november..... Now, my queries are A) am i eligible to get ATC certificate from inst., as i thought its for the IPCC students only...... B) if i apply for that now, will it affect anything to my finals attempt, like invalid or void..... C) wat will b sceanrio if i dont want it or rather put it in this way, what will i lose if i dont get it or dont apply for the same??? Please, anyone knowing perfect answer, should only reply.., no half-doubted or confused minds r invited as m myself highly confused with this.... Thanx...
