I have cgst credit of 10 lac but not of sgst how can I set off Gst liability

you cannot , .... IGST payable can be setoff
but I can set off cgst liability from balance in electronic ledger alteast
igst you can only set off with cgst or sgst

and if i have gst laibility Rs.200,000/- for the month of Nov 2018 CGST 1 lac & SGST 1 lac
but i have only Rs 1.5 lac credit in ECL for CGST,, In that case what should i do ?
Set off CGST liability to CGST Credit...
Pay Cash payment to SGST liability Rs. 1lakh.
Pay Cash payment to SGST liability Rs. 1lakh.
