No they are not consider as e com operators. however they have to take compulsory registration

If you are supplying services on behalf e-commerce the you are not Required to take Registration if your aggregate turnover does not exceeding 20 Lac (Notification 65/2017 CT) .

Whether section 24(x) meant for compulsory registration of ECO as a TCS (tax collector) or compulsory registration as a normal tax payer in respect of commission earned. Also whether threshold limit applicable to such ECO to register as a normal tax payer in respect of outward supplies made ie; commission?
