can some one advice if value addition is permitted in E1,E2 sale.

Yes, the only condition in the E-1 or E-2 sale is that they should be sold by transfer of title to goods like Lorry Receipts by endorsement before taking delivery of the goods. The sale must be when the goods are in transit.
