if stock return to inter state party ( purchase return) how to prepare Waybill.

ideally recepient cannot issue the debit note , the supplier has to issue CNT & moreover you will not find the Option for Debit Note in E-way bill portal.
So issue the debit note & Generate E-way bill on selecting "Others"
