who can issue e way bill either seller or purchaser?

Seller, Purchaser or the Transporter can generate an E-way bill.
E-WAY Bill can be generated by the Supplier, Recipient or the Transporter. The only requirement is that the concerned party should be registered with the ewaybil portal.
