Or kya E-way bill and Consignment note done same hote he.

There's a difference between E-way Bill and Consignment Note. They are not same.

E-way Bill as per Rule 138 , koi consignment agar bhejni hai aur agar consignment value 50k uppar hai aur woh kisi motorised conveyance sey transport Kari Jaa Rahi ha
i toh E-way bill generate karna padta hai.

Consignment Note : bilty, yaa GR (Goods receipt) Hoti hai
