if supplier , Recipient and the Transporter not Registered with GSTIN. can they take E way bill ?
if Yes how will take??

There is a facility for generation of eway bill for citizens. Use that

There is a faciltiy on NIC E-Way Bill portal where you can generate E-Way Bill even if you are not registered. Use that option and generate E-Way Bill.
